PS4 display issue when starting console normally.

when i start my ps4 in safe mode it displays just fine no issues at all , but it restarts the HDMI picks up the signal i know this because the screen goes black and the it lets me know the HDMI signal is good but all i get is a black screen this and this only happens when i turn on the ps4 normally. I know the HDMI port works because i replaced it thinking maybe the port was bad but its not, i have tried 2 different cables same result. I know the PS 4 is powered up just fine because i see the blue light i have even replaced the Hard Drive with a new one same result. I was thinking maybe the video chip is going bad but again the ps4 displays just fine when in safe mode the only time it wont display is when i turn on the ps4 normally to try to use it. Any help or a point in the right direction would be greatly appreciated.
