New cartridge does not work - transport lock

I have this old, but decent printer and my ink was almost out. So I took a new cartridge (I have 2 originals stil in closed package) and removed the orange transport locks and shuffled the cartridge.
After putting it in, I get the error remove transport lock (or shipping locks, I don't know the exact word, my printer has Dutch language).
And I can't figure out what I can do to fix this. I swapped the chips from the old and the new, same result. And the old still works, but very bad prints since ink is almost out. I tried the other new one, same result.
Any ideas?
